基于建设项目全寿命周期管理理念的金融输电权机制研究 被引量:2

Research on Financial Transmission Right Mechanism Based on Construction Items' Whole-life Cycle Management Idea

摘要 电力工业改革面对的一个最重要的挑战是维持电力系统运行的可靠性在可接受的水平,同时提高整个电力工业运营的经济效率。输电权可以对放松管制环境下的输电投资和扩展规划发挥重要的作用,金融输电权机制是一种与市场价格相关的支付机制。基于建设项目全寿命周期管理理念的金融输电权机制以金融市场定价机制为核心,同时强调以电网全寿命周期费用分析作为确定输电权交易价格空间的基础,使输电权交易回归理性,让市场成员能够在理性的决策空间中进行金融输电权交易,同时对于激励电网扩容具有重要意义。 An important challenge of power industry reform is maintaining the reliability of power system at acceptable level while enhancing the economic efficiency. FIR is a payment mechanism related to market price,which can make an important role in investment and expansion of power transmission at relaxed controls.The FTR mechanism based on construction items' whole-life cycle management idea,which takes the market pricing mechanism as a core and is based on the whole-life cycle cost analysis of grid determining the FTRs' price, make FIR transaction rational,and make market members decide FTR biding reasonably, and also is important to encouraging power grid expansion.
