In this paper, the authors analyse the Web--based novelty search operation management system, which includes the features of the system, operation processes and roles in system, function modules. According to existing systems or papers, the authors give some advices qbout the designing tools. Maybe these ideas could help the system develop better, then promote the service development well and operation efficiently.
