The consulation, arrangement and management of touring line are the main duties of the tourist agency. Using GIS can easily carry out the dynamic management and analysis of the touring line information,which can provide the service to tourist agency. This paper introduces the developing process of the touring line GIS from the choosing of developing ways, the detailed design of the function, the development of the system and the packing and declaring, and discusses the solution of the realization of dynamic layers and navigating.
