通过对哈尔滨市农村贫困人口现状的调查,对哈尔滨市扶贫开发村全面建设小康社会存在的贫困根源进行了对比分析,提出了高度重视扶贫工作、加大扶贫资金投入、加强基础设施建设、转移贫困地区劳动力、调整经济结构、推进智力扶贫等多项对策,以加快贫困地区的经济发展速度,进而使我市贫困村全面实现小康。

According to the actuality investigation of country poor population in Harbin city,this paper compares and analyzes the causations of constructing affluent society in the supporting-poor and development country of harbin city,puts forward many countermeasures of increasing fund devotion,strengthening base equipment construction,transferring labor force in poor area,adjusting economy structure and promoting intelligence work to quicken the economy development in poor area so as to realize relatively comfortable life in the country of Harbin city.
