摘要
在总结国内外产业发展对劳动力转移影响相关理论与经验的基础上,针对黑龙江省劳动力非农业化趋势变缓,省际迁移高素质人口比重较高,资源型城市出现就业困难,人口老龄化趋势日渐明显影响劳动力配置等问题,提出以产业化经营推动农业劳动力转移,拓展服务业领域增加吸纳劳动力能力,通过新兴产业发展扩大资源型城市劳动力就业,实现多元化的劳动就业等策略。
With the reference to theories and experiences of industrial development effect to labor transfer,the problems were analyzed that labor force transfer to non-agriculture industry become slow in Heilongjiang province,the prooortion of high-quality population is high during inter-provincial migration,to obtain employment in resource-based city is difficult,the ratio of aging population is increasing whcih influence labor arrangement etc. Strategies has been suggested to accelerate labor transfer such as industrialization in agriculture,expanding tertiary industry domain to upgrade the percentage of employment,accelerating development of new industries in resource-based city and multiplicity of employment.
