网络舆情是群体性事件发展演变的一个重要因素。其主要特征有:流言广泛传播,难以实施有效控制;信息传播速度快、范围广、影响大;信息交流呈现非理性化、情绪化倾向。网络舆情常直接引发群体性事件,或间接推动群体性事件的恶性发展。为加强群体性事件网络舆情的监控与引导,应重视网络维稳信息的收集与研判;加强网络管理,完善网络把关;建立网络舆情控制与引导机制;充分发挥大众传媒的作用,形成舆论强势;建立网络评论队伍,引导网络舆情。
