The influencing factors of the sustainable development of private enterprise are numerous. Regarding what are the key factors of restricting the private enterprise, there is no identical view in a large amount of literatures. The author uses the analytic approach of the level, and carries on the level to sort out to the bottleneck question of private enterprise on the basis of the phenomenon and essential relationship, namely it is divided into the basic Ievel, middle level, deep level question. It is a system question that the author obtains the key factor of restricting sustainable development of private enterprise from this finally.
