云南面向东盟高等教育国际化战略的前期研究

Pre-research on the Strategy of Higher Education Internationalization of Yunnan Face to ASEAN(SAARC)

云南省作为中国与东盟10国联系与交往的重要前沿，作为西部大开发和“泛珠合作”面向东盟的“前沿窗口”和“桥头堡”，在中国-东盟自由贸易区中具有特殊的地位和作用。笔者认为应该抓住这一历史性机遇，研究云南高等教育国际化和高校实施“走出去”战略的理论和实践，对于推动云南高等教育跨越式发展和提高高等教育国际化水平具有重要的现实意义，同时也可为边疆少数民族多重欠发达地区推进高等教育国际化提供借鉴。

International cooperation and communication between Yunnan and ASEAN （SAARC） have been transferring from politics,economy as well as culture to education level gradually,and the internationalization of Yunnan-ASEAN（SAARC） has been becoming the breakthrough-point of cooperation and communication each other deeply. This paper expatiates on the developing route of higher education internationalization between Yunnan and most nations of ASEAN （SAARC） on policy perspect,then promotes the “going out” strategy of Yunnan higher education to deeply level and advances the cooperation of Yunnan-ASEAN （SAARC） on administrative levels,at the same time supplies references for those lacking areas of social economy and higher education to develop higher education internationalization.
