针对我国在电子政务项目建设中存在着规划缺失、套用和不到位,致使多数项目达不到预期目标的现象,分析了其存在的原因,并为制定科学完善的电子政务项目规划提供必要的路径依赖和对策建议,目的是提高电子政务项目建设的成功率。

The problems in planning China＇s e-government projects are as follows： absence of planning, indiscriminate cloning of those in other countries, and not carrying out the plan to the end. The way out is pointed out with the hope of increasing the success rate of the e-government projects.
