中小企业由于融资困难而形成的金融缺口是制约企业发展的严重障碍。各国政府利用政策性资金多渠道弥补中小企业的金融缺口,积累了大量经验。我国政府在出资帮助中小企业融资的过程中,可以借鉴这些经验,合理进行角色定位,规范政策性资金的运用;弱化政策性资金的"出纳"功能而充分发挥其"放大器"功能;建立科学合理的政策性资金运行机制,提高资金的利用效率,有效利用政策性资金弥补中小企业的金融缺口。

The financial gap caused by finance insufficiency is the cause of the difficult development of medium ＆ small enterprises. Governments in many countries have a great deal of experience in the process of using policy funds to help medium ＆ small enterprises. In the process of helping these enterprises, China government can draw lessons from the experience, standardizes the usage of policy funds, use policy funds to promote the economic development and establish an operation mechanism of policy funds. It should also lead other funds in to medium ＆ small enterprises by driving policy funds to improve the funds usage efficiency in order to make up the financial gap.
