In his report to the 17th Party Congress, Hujing Tao put forward the task of changing the mode of generating combat capabilities in accordance with the strategic target of building computerized armed forces and winning IT-based warfare. This change is a systematic project, whose fundamental driving force include the capability of strategic planning, the promotion of technology, the pulling force of theory, the guarantee of management and the motive power of innovation.
