摘要
普京主政以来对经济政策进行了一系列调整,主要内容之一是强化国家对自然垄断产业的控制。本文以燃气工业为例具体分析了俄罗斯自然垄断产业所有权结构的演变过程、强化国家控制的原因和具体途径以及国家所有权集中所产生的影响。俄罗斯经验的有益启示是应该超越封闭的国民经济框架,立足于全球开放竞争来审视我们的自然垄断改革战略。
V.Putin carried out a series of economic policy readjustments since he took power. One of main contents was to tighten state control over natural monopoly industries. Taking gas industry as an example, the article makes a concrete analysis of the process of change in the ownership structure of Russia’s natural monopoly industry, the reasons and concrete channels of tightening state control as well as the impact resulting from state ownership concentration. The beneficial revelation from the Russian experience is to examine our natural monopoly reform strategy beyond the framework of a closed national economy and based on global competition perspectives.
