从我国新型农村合作医疗统筹基金使用率较低,新启动县低于老试点县,实践中通过二次补偿提高了统筹基金使用率和住院实际补偿比,以及农民对二次补偿的反映等多角度,阐述了新型农村合作医疗二次补偿的必要性。

This paper tells us the need for the secondary compensation of new rural cooperative medical system. It is reflected from the low rate of the fund utilization,the rate of the new start Counties are lower than the old start-counties, the enhance of the rate of fund utilization and the actual compensation rate of hospitalization and the attitude of the farmers.
