近年来,工程项目建设中出现的质量问题,有着复杂的社会背景和原因,而其中招投标管理不当是不容忽视的一个重要原因。加强招投标管理,应采取将投标书划分为技术标与商务标两个部分分别打分,并按一定的原则和程序进行评标和定标,从而解决招投标中存在的问题。

In recent years, in quality problems appeared in engineering construction project, there are complex social background and reasons, among which tender offering and bidding management is an important reason not to be neglected. To strengthen the management, the tender should be divided into two parts： technology and business, and value them separately, and the evaluation and settlement of tender must be under special principle and procedure, so as to solve the problems in tender offering and bidding.
