在产业组织理论、企业组织理论和区域文化资源开发理论研究的基础上,对山西文化资源开发的产业化特征进行分析,是文化资源开发产业组织模式选择的依据。文化资源的开发关键是要选择一种既符合集群式寡头垄断的产业组织模式,又满足资源开发效益最大化的开发形式或开发载体。而产业园区的开发形式是一种比企业模式和政府模式更优秀的模式。文化资源开发的产业园区模式从产业集群、企业集团和政府监管等角度进行详细的设计,形成政府主导下的文化资源园区化开发格局,以保证文化资源开发在经济效益、社会效益和可持续效益三方协同发展,从而获得文化资源开发的理想效果。

Analyzing Shanxi cultural resources development and industrial characteristics, based on the study of industrial organization theory, enterprise organization theory and regional cultural resources development theory, is the foundation of choosing the enterprise organization pattern of cultural resources development. The key of cultural resources development is to choose an enterprise organization pattern conformable to oligopoly as well as a development pattern satisfied with the greatest resources development benefit. However the industrial garden-style development pattern is superior to the enterprise pattern and the government pattern. The garden-style pattern of cultural resources development is carefully designed from the aspects of industrial collection, enterprise group, and government supervision. It forms the garden-style pattern of cultural resources development guided by the government, so as to guarantee the coordinated development of economic benefit, social benefit and sustainable benefit, therefore an ideal effect of cultural resources development will be gained.
