介绍了节能调度的背景、核心思路,结合陕西电网的实际情况,分析了节能调度与现行发电量调度方式的差异及其对电力市场不同利益主体的影响,指出了推行节能调度的难点,提出了积极应对实施节能调度的建议,为后续配套措施的出台提供有益的借鉴。

The background and key ideas of energy saving based scheduling are introduced. The differences between the energy saving based scheduling and the generation scheduling, as well as the influence of the differences on various interest entity in electric power market, are analyzed. The difficulties to carry out the energy saving based scheduling are pointed out; some advices to implement the energy saving-scheduling are also put forward. This provides a useful reference for subsequent supporting measures.
