摘要公众是恐怖主义的直接袭击对象,也是反恐工作的最终受益者,反恐需要公众的参与。中国需要借鉴国外的经验,积极推动公众参与反恐工作。 The public, as the major target of terrorist attacks, is also the most benefited of the anti-terrorist effort. Public participation is thus of great relevance and importance in this universal work. China, together with the whole international community, is making its effort to combat terrorism.
