消除数字鸿沟新方式的探讨

Discussion of New Measures for Poverty Alleviation

信息产业部倡导的村通工程提前完成了"十一五"目标规划,现又向自然村通电话推进,奠定了农村信息化发展的基础。从国家扶贫工作进展看,尽管取得了很大成绩,但今后的扶贫任务依然十分艰巨。中国农村信息化普及水平偏低,发展重点在中部山区和西部广大农村。为了消除数字鸿沟,构建和谐社会,提出信息扶贫新方式的探讨和有关建议,为相关部门提供决策参考。

The implementation of ＂village access project＂, which is guided by the Ministry of Information Industry, has achieved the objective determined in the 11th Five Year Plan ahead of schedule. The network access is extending from administrative villages to natural villages, which has laid the foundation for rural informatization. Although great achievements have been made in poverty alleviation with ICT, there is still a long way to go, especially in the mountain areas in the middle part of China and the rural areas in the west. In this article, the author discusses new measures for poverty alleviation with ICT and makes his proposals for the purpose of bridging digital divide and building a harmonious society.
