健全医疗保险制度,缓解群众看病难、看病贵,对构建和谐社会,具有重要意义。而从广大城镇居民的需求、经济发展等角度来看,建立和健全城镇居民基本医疗保险制度也颇具可行性。

This paper deals with the necessity of building basic medical insurance intitution from perfecting the intitution of medical insurance, solving difficulty and highexpense of seeng a doctor, and in particular, the medical market and pulling consumer demand. Then it deals with the feasibility from the aspects of the demand of people residing in cities and towns and economic development. The research will be helpful to pull the building of the institution.
