随着我国经济的高速发展和社会的全面进步,特别是我国高科技产业的不断进步和发展,我国的科技人才流动频繁,形成了向发达地区集聚的社会现象。为了保障我国未来发展的区域均衡,政府必须采取宏观调控政策,对目前我国科技人力资源的流动和集聚进行引导,以形成人才区域均衡模式。

With the rapid development of economic of china and social progress , especially the development of our country＇high-tech having been made ,the talents flow frequently. And so, they often gather to the developed country .In order to keep balance in the future, the government must take Marco-control policy to make the science and technology talents become the region balance.
