政治秩序的实现是政治理念、政治制度和政治控制综合作用的结果。政治理念以其决定政治主体的心理价值取向进而规范政治行为、决定政治制度的内容与性质进而规定秩序生长的方向、决定政治控制的方式进而制约秩序实现的方向等功能,构成了政治秩序实现的基因。政治制度以其反映基本社会共识、确认利益结构、调解社会矛盾和规范政治行为等功能,构成了政治秩序实现的生长载体。政治控制是政治秩序实现保障机制的基础,具有以政治权威为依托的政治过程、与政治权力紧密联系的政治过程、一系列控制机制展开和应用的政治过程等特点。
