An Analysis on the Necessity of the Anti-seismic and Quakeproof Integration and the Functional Transformation of Earthquake Mitigation Departments

本文通过对中国地震工作发展历史的研究,结合多年来在市州地震部门的工作体会,论述了我国抗震防震职能分离、机构分设的社会和经济背景及这种体制所带来的种种弊端;论述了在各级政府和部门的职能配置日趋合理的现代社会,抗震防震的职能和机构一体化的必要性、紧迫性和可行性。

According to the research on the development of the earthquake mitigation work in China, combined with the working experiences in earthquake mitigation departments in cities and states all through the years, this authors analyse the social and economic background of the functional and organizational separation of anti-seismicity and earthquake defense in China and the shortcomings brought about by such system, and conclude that the functional and organizational integration of anti-seismicity and earthquake defense is necessary, urgent and feasible in modem society since the functional allocation in each government and department at all levels is becoming more and more rational day by day.
