摘要 在我国建筑节能市场中,存在着两种典型的信息不对称现象:一是节能建材及产品市场上,节能材料、部品及产品的生产商对称现象;二是节能建筑市场上,房地产开发商与消费者之间的信息不对称现象,这严重影响我国建筑节能市场秩序,造成节能建筑"市场失灵"。本文从节能建筑市场角度,分析了房地产开发商与消费者之间的信息不对称和逆向选择,结合国外经验和启示,提出建筑能效标识是政府解决节能建筑市场失灵的重要手段,并阐述政府建立建筑能效标识监管制度的主要政策思路。 Two typical types of "information asymmetry" occur in the Chinese energy-saving building market. One exists in the market of energy-saving products, materials, equipments, and products manufacturers. The other is between real estate companies and consumers. This badly impacts the market order, and results in "market failure" for energy-saving buildings. From the market point, the information asymmetry between real estate companies and consumers, and adverse selection, are analyzed. Inspired by experience from developed countries, the paper puts forward the proposal that "energy-efficiency labeling of building" is an effective way to help the government to solve the market failure, and illustrates the main route of policy that the Chinese government may adopt to establish the supervision system for energy-efficiency labeling of building.
