中国的国际“软权力”:概念、现状与提升

China's International "Soft Power" :Concept,Current State and Exaltation

美国著名学者约瑟夫·奈指出的"软权力"主要包括文化吸引力、意识形态或政治价值观念感召力及塑造国际规则和决定政治议题的能力。从总体上看,中国的国际"软权力"与西方发达国家相比,还有一定差距,但也具有了一些自己的优势。我们应从以下几方面入手提升"软权力":第一,加强民族凝聚力;第二,加快和完善我国政治体制改革;第三,加强我国的外交;第四,重视教育,提高国民素质。

Joseph Nye, famous American scholar, former president of Kennedy School of Government at Harvard University firstly put forward the concept of ＂Soft power＂ including cultural attraction, ideology or political value attraction as well as the ability to shape international rules and determine political topic for discussion. China has entered the international world, generally, its ＂soft power＂ ,compared with those of the western advanced country, still has certain gap. However, it has gained some of its own advantages as the following： first, to strengthen national cohesion; secondly, to speed and complete the reform of the political system of our country; thirdly, to strengthen the diplomacy of our country; fourthly, attach importance to education and promote the quality of the people.
