农村土地现存产权制度及其改革

A Study of Property Right Institution Study and Thought of its Reformation on Rural Land Problem

本文分析了我国土地所有权、管理权和使用权二次分离的制度、管理体制及其基本特征,研究了农村土地问题的实质,对长期存在的农村土地问题的成因进行了深入分析,论证了长期难以解决的内在机理,最后提出了基本观点和基本思路。

In this paper, the domestic rural land problem in terms of the institution is studied. It is first analyzed that the secondary separation institutions, administration systems and basic characteristics which include the domestic land proprietorship, administration rights and usufruct of rural land. The essentiality of rural land problem is also studied. The reasons of rural land problem are further analyzed. The inner mechanism of rural land problem which is long-standing and not still solved is studied. The basic viewpoint on rural land problem is presented.
