摘要
《城乡规划法》的出台,对确立科学的规划体系和严格的规划实施制度提供了坚实的法律保障。首先对比了上海现行规划管理体制与《城乡规划法》存在的主要差异,并针对新法施行后上海城乡规划管理面临的主要问题,提出了相关的对策与措施,以期对今后规划管理实践工作起到指导作用。
The releasing of ＂City and Countryside Plan Law＂ provides the legal safeguard to establish the scientific plan system and the strict plan implementation system, The article first contrasts the main difference between the Shanghai present plan management system and ＂City and Countryside Plan Law＂. Then aiming at the main problems faced in the Shanghai city and countryside plan management after the Law＇ execution, it proposes some related countermeasure and hopes to give some instruction function to the plan management practice.
