PPP to Promote Sustainable Supply and Development of Urban Infrastructure

城市基础设施在形成城市物理环境和社会环境方面起着重要的作用。但在我国城市基础设施建设普遍滞后于城市经济发展的今天,实现城市基础设施可持续发展,关键是确定基础设施的供给主体和改革基础设施的融资体制。该文分析了由政府和私人资本建设基础设施的优缺点和公共物品理论,得出将政府和私人资本结合起来的PPP方式进行基础设施建设才是城市基础设施可持续发展的唯一途径,并且在此基础上介绍了PPP融资的具体模式和需要注意的问题。

The urban infrastructure plays the important role in the aspect of forming the urban biological environment and the social environment. But the construction of the urban infrastructures in China is commonly backward to the development of urban economy today. For realizing the sustainable development of the urban infrastructure, its key is to determine the main supply unit of infrastructure and the financing system to reform the infrastructure. The article analyzes the advantages and disadvantages of the government and the private capitals for constructing the infrastructures and the theory of the public goods, and gives PPP mode combining the government capital with the private capital to carry out the infrastructure construction, which is the only way for the sustainable development of the urban infrastructure. On this basis, the article introduces the detail mode of PPP finance and the problems required for attention.
