摘要
农业是新疆的基础和战略产业,在新疆区域经济社会发展中占有重要地位。文章在分析新疆农业发展的有利条件,以及存在的八个突出问题的基础上,阐述了农牧民增收的五个途径,明确了新疆农业发展的基本定位、发展思路、目标,兵团农业发展目标和南疆三地州扶贫目标;确定了新疆农业发展的重点领域及主要任务;最后提出十项政策建议。
Agriculture is a basic and strategic industry in Xinjiang. It takes an important place in Xinjiang regional economic and social development. On the basis of analyzing the advantages for agriculture devel opment in Xinjiang and the 8 existing problems, this paper expounds 5 approaches for increasing the in comes of farmers and herdsmen, definitudes the basic orientation, development thought, goals for agricul ture development in Xinjiang, and the targets for agriculture development in corps as well as aims for pov erty elimination in Sandi State of southern Xinjiang. It also confirms the key areas and major tasks for agri culture development in Xinjiang. Before ending it puts forward 10 policy suggestions.
