摘要
灵活就业人员的劳动关系和社会保险关系的非正规性,使这些劳动者往往难以纳入社会保险的覆盖范围。因此,需要在理念上、制度上和管理上,对灵活就业人员的社会保险政策做出必要的调整,使其更具操作性和实效性。灵活就业人员社会保险新制度的特色应体现广覆盖、低费率、易转移。工会应探讨对灵活就业人员社会保险权益的维护。
For the informal labor relations and social insurance relations,the laborers of flexible employment are always difficult be brought into the cover of social insurance.Therefore,the policies of social insurance for laborers of flexible employment must be adjusted in principle,system and management stressing on practical results.The characteristics of new system of social insurance for laborers of flexible employment should be widely cover,low expense rate and easily shift.Trade union should make an inquiry into how to protect the right to social insurance of laborers of flexible employment.
