中国煤层气开发综合效益评价

SOCIAL BENEFIT ASSESSMENT ON CBM DEVELOPMENT IN CHINA

煤层气开发是解决我国目前能源短缺最可行的途径之一。从战略影响、煤矿安全、环境保护、能源安全、经济效益等方面对中国煤层气开发综合效益进行定性分析,采用价值法建立了煤层气开发综合效益评价指标体系。对体现煤层气开发价值的行业投资效益、安全效益、环境效益、直接经济效益、国民经济效益等进行量化,得出煤层气开发综合效益的综合值,并对中国煤层气不同开发阶段综合效益进行估值。研究可知,2010年煤层气的销售收入可达约50亿元,除国民经济拉动效益外的综合效益达到280亿元,国民经济拉动效益更是接近700亿元,煤层气开发综合效益巨大。

The CBM resource is so rich in China that to develop CBM has become one of most feasible ways to meet the surge demand for energy.Therefore,this paper carried out the social benefit analysis study on CBM development,expecting to stimulate its progress on in near future of China.Firstly,a qualitative analysis was on its social benefit from many different aspects like strategic influence,safety for coal fields,environmental protection,energy security,economic benefit,etc.Based on this,an index system for CBM social benefit assessment was set up by the Method of Value.Finally,quantitative studies were performed on what represented the overall value of the exploitation of CBM,which included five profits from industrial investment,safety,environment,sales market,national economy.From above analysis the result showed that at the year of 2010 the direct sales income of CBM basically could be 5 billion Yuan,the social benefit except relative national branch income 28 billion Yuan and the relative national branch income could reach 70 billion Yuan,which demonstrated that China's CBM development is of tremendous benefits.
