通过对施工招投标体系中报价搏弈模型剖析,分析胁迫促成串通投标的原因,提出通过减少串通投标的意义、强化对串通投标的处罚和揭发串通投标的奖励、打破地域、行业保护,引进新竞争者、停止仅仅靠价格竞争招标、给施工企业以适当的利润空间和控制挂靠现象等有效措施,杜绝串通投标违法事件的发生。

Through to analyze the quotation gamble model in the construction bidding system, and to analyze the reasons of contribution of colluding bid by compel, the purposes of decrease in colluding bid was gained. Moreover, the penalties for colluding bid were shown, and a series of methods were mentioned, such as rewarding to revelation of colluding bid, breaking regional and field protecting, importing new competitors, stopping tender price competition as only factor, providing the appropriate profit to construction enterprise, controlling the linked phenomena, and preventing the colluding bid.
