摘要
与国家石油战略储备对比而言,石油商业储备更具有稳定市场,确保供应的作用,但在我国长期以来未被重视。通过分析我国面临的宏观背景,从"以民为本"、"和谐社会"、"政企双赢"等多个方面论证了商业储备体系建设在我国的必要性和紧迫性,结合我国石油商业储备具有的设备条件和经济条件,积极论证了我国商业储备体系建设的可行性,由此设计了我国石油商业储备体系的结构主要由主体、协同体和外延体三部分组成,对建立石油商业储备体系进程进行了总体发展规划,最后给出了关于我国建立石油商业储备体系的系统化建议。
Compared with national petroleum strategic reserves,petroleum commercial reserves can play more important role in stabilizing the market and ensuring the supply,which is not given much attention in the long term in China.Macroscopically,the necessity and urgency of commercial reserve system in China are demonstrated from ＂taking people as foundation＂,＂harmonious society＂ and ＂government and enterprise for a mutual benefit＂ etc.Combining with the facilities situation and economic condition of China＇s petroleum commercial reserves,the feasibility of commercial reserve system construction is proved.Thereof,China＇s petroleum commercial reserve system consists of main part,cooperative part and extensional part.Then the global development layout of petroleum commercial reserve system process is brought up.At last,some systematic suggestions of China＇s petroleum reserve system construction are proposed.
