摘要
2002年以来,我国电子政务服务外包发展迅速,现已成为各级政府部门提高服务效率的重要手段。正确选用外包方式和有效掌控外包过程,需要创新电子政务外包理论。现有的理论研究局限于IT服务外包。本文结合商务部、国家信息中心、国家质检总局、北京市东城区的外包案例,从模式研究的角度初步提出一套外包服务的分析框架,将我国的电子政务服务外包细分为流程式外包、混合式外包、创新式外包这三种模式,并对这三种模式的特征进行了比较。
Since 2002, E -Government services outsourcing developed rapidly in China, and become an important measure to improve efficiency of government service. In order to wisely select outsourcing patterns and effectively control outsourcing process, it is necessary to developed innovative theory of E - Government services outsourcing. This article constructs an introductory analytical framework of services outsourcing from the mode study perspective, on the basis of the cases from Ministry of Commerce, State. Information Center, General Administration of Quality Supervision, Inspection and Quarantine, Beijing Dongcheng District. It summarizes and compares 3 modes of China E - government services outsourcing : process - oriented mode, hybrid mode, innovative mode.
