电子政务服务评价的理性思考

当前盛行的以网站前台为焦点、技术占主导的电子政务评价方法是一种片面的做法,它低估了电子政务的使命,尤其低估了信息技术对传统政府组织再造与流程变革带来的革命性影响。这些片面的评价结果,不仅不能客观地反映电子政务的发展现状,而且更有可能误导电子政务的发展方向。本文提出了科学、全面评价电子政务的基本内容,即"四个结合":网站的外部表现同政府内部运行的结合;信息技术应用效果同信息技术应用环境的结合;已取得的成绩同未来的趋势及风险的结合;有形产出同无形成果的结合。

Contemporary web- focused, technical dominated ways of e -government surveys are biased and look down the mission of e - government, especially the IT＇ s revolutionary effecting on government organization reconstructing and management innova- tion, which even may not objectively reflect the status of e - government deveIopment, but rather could mislead e - government progress direction. As a solution, the paper presents a scientific and comprehensive assessment contents for e - government which is called ＂four - combination＂, that is, the outer exhibition of government website combining the inner operation of government, the impact of IT application in government combining the adoption environment of IT, the making progress combining the future trend and risk, and the tangible outputs combining the intangible outcome.
