The approach of ＂increase price and allocate subsidy＂ was initiated in 2005. It simply means ＂increase water tariff and provide subsidy＂ that has been widely applied in Taocheng District. The paper analyzes the concept of this mechanism and presents its implementation methods in industry, agriculture and domestic water use.
