摘要
中国拥有世界上层级最多的地方政府体系。近年来,地方政府的区划和层级问题引起学术界和政府部门的普遍关注。继浙江等地率先开始强县扩权体制改革之后,河北省也适时进行了扩权强县(市)体制改革,其模式是积极推进制度创新的有益探索。
China has the largest number of hierarchies in local government. In recent years, the administrative divisions and hierarchies have aroused the general attention from both scholars and government officials. After Zhejiang took the initiative to reinforcing counties by granting more power, Hebei Province also launched such reform, which is an exploration in institutional innovation.
