摘要 当前,中国石油公司在扩大与中东产油国的油气合作过程中机遇和挑战并存。与国际大石油公司相比,中国石油公司在政治和外交、上中下游和工程服务一体化、资金、人力资源和技术成本方面具有优势;而在技术实力、国际认知度、经营理念、获取信息的能力、国际合作经验等方面存在明显的不足。中国石油公司应充分认识自己的优势和不足,扬长避短,针对具体的国家和项目,制定有针对性的策略;应着力建立和完善信息网络,拓宽新项目的信息渠道;有效使用本土力量,走联合共赢之路;加强与国际石油公司的合作;解放思想、积极开拓,不断创新获得新项目的方式和手段;做好公司包装和推介,树立良好的企业形象;构建多元化的新项目开发团队;加大国际政治经济形势对我国有利的国家的新项目开发力度,以点带面,有所为有所不为;解决好项目执行与新项目开发的关系;建立规范、完善的新项目评价体系,为制定投标策略和快速决策提供有力支持。 At present, Chinese oil companies both embrace opportunities and face challenges in expanding the oil and natural gas cooperation with the Middle East. Compared to international oil giants, Chinese oil companies enjoy the advantages in politics, diplomacy, the integration of upstream, midstream and downstream as well as the engineering services, and the costs of fund, human resources and technologies, but also display obvious disadvantages in the fields of technical strengths, the international reputation, the operating philosophy, the information acquisition ability and the experience in international cooperation. As countervailing measures, Chinese oil companies should fully realize their advantages and disadvantages, utilize their advantages and avoid the disadvantages, and formulate the special strategies against concrete countries and projects; contrive to build and perfect the information network and broaden the information channel for new projects; take advantage of indigenous power effectively and cover the way of cooperation and mutual benefit; enhance the cooperation with international oil companies; liberalize the thoughts and actively explore to innovate the means and methods of acquiring new projects; focus on the corporate package and promotion and build the good corporate image; forge a diversified new project development team; make more efforts to develop new projects in the countries where the international political and economic situations are favorable to China, expand the business from single projects, and take selective actions; balance the relationship between the project implementation and the new project development; and establish a standardized and perfect new project evaluations system to offer vigorous support for the determination of bidding strategies and quick decision making.
