摘要
社会主义新农村建设进程中,必须高度重视当前我国农村劳动力城镇转移流动行为的新特征。农民是我国社会主义新农村的建设主体,农村劳动力的城镇转移与流动,必须在兼顾城市与农村两大区域劳动力结构的基础上,统筹规划,长远布局,既要规避城市"用工短缺",也要防止农村"精英流失",实现城市与农村劳动力资源的优化配置。
In the process of building socialist new countryside, it is imperative to put stress on the new characteristics of countryside working force transference, to plan comprehensively the transference of the working force by taking into consideration the structure of working force both in cities and countryside.
