建设新农村背景下的农民医疗保障问题研究

Building New Countryside and Health Care System for Farmers

构建新时期农民医疗保障制度是缓解农民医疗困境、建设社会主义新农村的一项重要内容,是解决"三农"问题、实现城乡协调发展及经济和社会协调发展的一个重要途径,也是中国新一届领导集体以人为本执政理念的充分体现。针对当前农民医疗保障中存在的主要问题,应加大国家财政对农村医疗卫生事业的投入力度,合理布局卫生资源,切实降低医疗费用;加强对农村医疗卫生队伍的管理;因地制宜地建立多形式、多层次的农村医疗保障体系;积极推进农村新型合作医疗制度建设;建立医疗救助制度,加强卫生扶贫工作。

Setting up a new health care system for farmers aims at relieving the difficulties in farmers＇ health care, and is an important component of building socialist countryside. In order to solve the problem, it is necessary to increase investment of national finance in health care system for farmers, distribute health care resources in a proper way, strengthen management of the medical contingent in the countryside, set up different forms of health care systems and new cooperative medical services, and establish the medical relief systems.
