The paper investigates the roles of government, investment of technological innovation, adjustment of industrial structures and diffusion way of technology for how to reduce the GDP energy - consuming ratio effectively. Finally, some ideas, operation approaches and suggestions for effectively reducing the energy - consuming ratio are proposed for sustainable development policy of energy - consuming in China.
