Since the CPC 16th congress, the central leading groups of new generation have made great contributions to theory of the Party＇s construction： proposing that a great strategic thought of the scientific development view, a great strategic mission of strengthening the construction of the Party＇s ruling capacity, a great preposition of strengthening the construction of the Party＇s progressiveness and so on. All this is a rationale and guide of action to strengthen the Party＇s construction with the spirits of reformation and innovation under the new situation.
