新农村治安是一个巨大的社会工程,因此社会各方面都要做出努力:首先,必须彻底消除在农村长期占统治地位的封建维权意识,实现由族群意识向公民意识的转变。其次,必须逐步淡化村规民约的作用,在农村实现真正的公平正义。再次,必须从根本上改变城乡二元制结构所造成的对农村和农民的漠视与掠夺的现实。最后,必须使农村的治安防控工作落到实处。

Social order of new rural areas is a great social project. All sides in society should work hard： First, feudal consciousness of safeguarding the interests, which occupied a dominant position in rural areas for a long time, should be eliminated thoroughly. Second, the role of principles of the villages should be flagged. Third, the fact that the countryside and the farmers have been ignored should be changed. Finally, prevention of county social order should be an action instead of a concept.
