新词语发展成为规范的新词语应该符合表义需要、意义明确、合乎造词法、普遍使用这四大原则。表义需要是前提,普遍使用是外在的推动力,它们共同构成了新词语的社会基础;意义明确是内涵要求,合乎造词法是形式要求,它们共同构成了新词语的语言基础。四个因素互相影响,又共同起作用。

How new words and expressions become standardized should follow the following four rules ： they are supposed to meet the need of expressing meanings ; they must be definite in sense; they should accord with a pattern of word - formation; they are expected to be employed widely or universally. Among the four males, the male that they meet the need of expressing meanings is the precondition, and the male that they should be employed widely is an external impetus. These two males constitute the social basis of new words and expressions. The male that they possess specific meaning is the connotative requirement, while the rule that they accord with word - building is the formal requirement. These two males make up the linguistic basis of new words and expressions. The above four males influence each other and work together at the same time.
