摘要
社会政策的目标是为全体市民提供福利,包括有偿性福利和无偿性福利,以及对社会边缘人群(特别是妇女等弱势群体)进行补偿的公共资源再次分配的过程,其目标原则是公正、平等的价值观。然而,由于不平等的性别制度使得妇女在出生和就业等方面处于被边缘和被剥夺的境地,对此,本文以社会性别理论为基础,分析现存不平等性别制度的特点,探究把社会性别平等理论镶嵌在社会政策之中的有效策略。
The essence of the public policy is to redistribute public resources, i.e., to offer the whole citizen both free and non - free welfare, as well as to compensate the disadvantaged groups, especially for women ones. So justice and equality are its aims and principle. Inequitable gender system, however, deprive women of the equal chances on birth and employment. This article analyzes the characteristics of the inequitable gender system and tries to find a valid strategy of embed gender equality into public policy.
