欧盟“社会一体化”及对我国区域一体化的启示

Euro-union's Social Integration and its Enlightenment to Chinese Regional Economic Integration

虽然欧盟各国极力维护主权独立,但为了实现社会一体化,欧洲国家努力从一体化的组织机构、一体化法律和政策的制定权限,以及它们与各主权国家间的关系等方面加强法制建设。在我国国内的区域一体化进程中,存在着主权国家之内的法制统一的要求和地方政府具有合宪性的自主权之间的矛盾。因此,欧盟的社会一体化机制对我国的区域一体化发展仍然具有重要的借鉴意义。

Despite the sovereignty, nations of Euro-union are working hard to strengthen the integration of their social management systems from organization integration, the distribution of authority in legislation and policy-making, etc. In domestic regional economic integration, there are contradictions between the unity of domestic legal system and the protection of local governments＇ autonomy. So, the Euro-union＇ s social integration mechanism can give some enlightenment to our country＇ s regional economic integration.
