政府的价值取向与行为动机分析--我国地方政府与城市规划制定

VALUE ORIENTATION AND BEHAVIOR MOTIVATION OF GOVERNMENT

政府是城市规划制定的法定主体,政府的价值取向与行为动机在很大程度上决定了城市规划是否公平与公正。本文首先从政府及其官员的价值取向出发,研究了政府影响公共政策的基本行为动机,并论述了政府对于公共政策的影响,指出政府是公共政策制定的关键环节。基于对政府一般特征的论述,重点分析了我国地方政府作为一个独立利益主体的形成过程以及其影响城市规划的根本动机——地方政府在城市规划中的利益,阐明了当前我国地方政府对于城市规划政策制定的影响。

The government is the only legitimate decision-maker in the making of urban planning policies, whether the urban planning is equitable or just is decided by its value orientation and motivation. Beginning with the value orientation of the government and officials, this paper discussed the behavior motivation of government. And then, it studies how the government influences the public polices, and it also brings forward that the government is the key point in the course of public policies making. By studying the general characteristics of the government, it analyzes the process how the local government becomes an independent interests entity and its basic motivation to influence the making of urban planning policies （the interests of local government in urban planning）, and states the influences of the local government in the making of urban planning policies.
