黑龙江省老工业基地振兴的战略思考

The Stragetic Thinking about Reinvigorate Heilongjiang Provincial Old Industrial Base

黑龙江省随着东北老工业基地改造一系列政策与措施的实施,通过自身调整改造,振兴初见成效,但仍存在着一些结构性和体制性的问题。黑龙江省老工业基地要实现全面振兴,就必须走新型工业化道路,实施人才战略,大力发展高新技术产业战略,创新战略,加快传统企业改造战略,发展特色产业集群战略。同时,发展循环经济,实现资源转化;重视新区建设,拓展发展空间;推进民营银行发展,拓宽融资渠道。

With northeast old industrial base reinvigorating and implementing a series of policy and meastures, the reform in Heilongjiang province has achieved remarkable success through self-adjusting. But there are some problems in structure and system yet. In order to reinvigorate Heilongjiang old industrial base, we must take the way of new type industralization, implement the strategy of talent people and innovation, develop new and high technology industry, improve traditional enterprise＇s reform, develop the strategy of industy group with characteristics. Meanwhile, we should build cycling economy, turn resource transfering into reality, attach importance to new area building, widen developing space, improve private-owned bank developing, widen the way of finance
