摘要
公正作为一种重要的伦理原则,贯穿于人类生活的各个领域,而最需要公正的领域是公共行政领域。现代行政应该以公正为其价值目标,这既是公共行政无法推卸的责任,也是全社会的共同要求。
Fair, as an important moral principle, it penntrates every field of human life. While, public administration needs fair most. Modem public administration should take fair as its value aim. It is not only a responsbility can not be shrank, but also the requirement of social.
