Discussion on the Relationship between Water Construction and Ecosystem Environment Conservancy

水利建设改变了自然生态系统的组成与结构,势必会对生态系统造成某些影响。水利建设与生态环境是处于同一系统中既相互依存又相互制约的关系,只有把生态问题解决好了,水利建设才能得到进一步的发展。水利建设必须与生态环境保护紧密结合,努力在生态保护与经济开发上实现双赢。为此,本文提出了水利建设的全新理念—生态水利建设,并阐述了生态水利建设的战略重点。

Water Construction changes the composing and makeup of former nature ecosystem, and they certainly will effect on ecosystem. Water construction; and ecosystem environment depend on each other, and the same time, they restrict each other. Only solve ecosystem problems well, can the water construction obtain the further development. Water construction must combine closely with ecosystem environment conservancy, and try hard to achieve the win-win for the ecosystem environment conservancy and economic development. So, the paper brings forward the bran-new concept- eco-hydraulic construction, and explains their stratagem.
