望谟县人畜饮水项目的参与式监测与评估

Participatory Monitoring and Evaluation of the Drinking Water System Project for Human and Livestock in Wangmo County

参与式监测与评估是对项目实施效果及实施过程所开展的评价活动。以"贵州省望谟县参与式扶贫"项目中的社区人畜饮水设施的受益者为主体,对其修建及管理进行了参与式监测与评估。结果表明,项目实施后,社区缺水问题得到解决,建立了有效的管理制度,村民管理能力和对水资源持续利用的意识得到提高。但同时项目实施进度缓慢,出现了挪用资金及帐务不公开等问题。

The construction and management of drinking water systems for human and livestock was monitored and evaluated by all stakeholders.The results showed that the project solved the problem of drinking water for human and livestock,and improved the farmer management ability and consciousness of sustainable utilization of water resource by formulating the effective management system.There are some problems such as slower implementation process,project capital embezzlement and abused financial management in the project implementation.
